Coordinated Entry Tool (CET)
Diverting people from the homeless‑serving system is an important part of CAA and is supported through the Coordinated Entry Tool (CET). Housing Strategists are trained to help participants find their way home, reserving valuable program spaces for those in greatest need. Calgary’s System of Care has several “door agencies” with Housing Strategists on staff who offer prevention and diversion resources and complete CET assessments, creating additional access points into CAA.
When an individual accesses the CAA Team at SORCe or a door agency, a Housing Strategist utilizes the CET and identifies a supportive housing program type that will best meet their needs. The CET helps determine the level of service a participant may require and the type of program needed to end their experience of homelessness. These tools may indicate that the most appropriate intervention is not through a CAA Placement Committee program, but instead through prevention and diversion resources.
CETs are reviewed at weekly Placement Committee meetings to support triaging into Recovery Oriented Supportive Housing (ROSH) programs. Membership includes CHF‑funded agencies and System Partners who form a Collaborative Service Delivery Group. Participants are matched to programs based on triaging points outlined in the Coordinated Entry Placement Committee Terms of Reference, including program space availability, chronicity of homelessness, best fit, and participant choice.
