Coordinated Access and Assessment (CAA) is Calgary’s system‑wide approach for connecting people experiencing homelessness to housing and support services.
CAA provides a coordinated and consistent pathway into the homeless‑serving system of care, improving the experience for participants and strengthening how agencies work together.
As part of CAA, individuals are assessed using the Coordinated Entry Tool (CET). This process helps identify a person’s needs, strengths, and circumstances through a structured, trauma‑informed conversation. Based on this information, participants may be connected to prevention and diversion supports, referred to community services, or considered for supportive housing programs.
When appropriate, Placement Committees review CET information to support fair and consistent matching of participants to programs, based on factors such as level of need, chronicity of homelessness, program fit, and participant choice.
CAA supports a more coordinated and responsive system, helping ensure that people can access the right supports at the right time, and moving Calgary closer to a future where experiences of homelessness are rare, brief, and non‑recurring.
